Federal-State Partnership Program Information Sessions 

Join the Federal Railroad Administration (FRA) for three information sessions that will take a more detailed look at Federal-State Partnership for Intercity Passenger Rail Grant Program eligibility requirements, major capital projects, and the Project Narrative and Statement of Work sections of the grant application.

Through the recent release of two Notices of Funding Opportunity (NOFOs), FRA has made available more than $11 billion in FY 2022 and 2023 Federal-State Partnership Program funds for capital projects that reduce the state of good repair backlog, improve performance, or expand or establish new intercity passenger rail service for projects located both on the Northeast Corridor (FSP-NEC) and off the Northeast Corridor (FSP-National).

During this first information session, FRA staff will explain Federal-State Partnership Program requirements, including the expansion of project and applicant eligibility under the Bipartisan Infrastructure Law. The team will also outline the expectations and standards of an agreement between host railroads/infrastructure owners and project sponsors. Lastly, the session will explore the relationship between the Corridor Identification and Development Program and the Federal-State Partnership Program. 

This information session will be especially useful to prospective FSP-National applicants, including agency staff, project sponsors, and consultants or other entities who may assist in preparing applications.

In this second information session, FRA staff will briefly review Federal-State Partnership program application requirements regarding major capital projects. The team will also discuss Buy America, Build America requirements and the role these play in the program. Lastly, speakers will cover how project sponsors can request letters of intent and phased funding agreements for their major capital projects. 

This information session will be useful to all prospective Partnership Program applicants, including agency staff, project sponsors, and consultants or other entities who may assist in preparing applications.

During this third information session, FRA staff will explain Federal-State Partnership Program requirements and how these play a role in developing a thorough project narrative. FRA staff will walk through each element of the narrative and offer tips on addressing evaluation criteria. The overview will offer best practices and resources for project sponsors. The team will also discuss how to properly structure a Statement of Work using FRA’s templates. 

This information session will be especially useful to prospective FSP-National applicants, including agency staff, project sponsors, and consultants or other entities who may assist in preparing applications.
